It's what they can point to, because it's what's being cut back in those proposals. If it was proposing cutting H1B visas and leaving chain migration numbers unchanged, he would criticize that instead. And political motivation is why he's criticizing it. Logic and common sense don't support it. There is no logic that says you should reject a college educated, English speaker, with an employer sponsoring them in favor of some lettuce picker's sister or older parent. And then let those chain migrants bring their families, siblings and older parents.

Don't get me wrong, there are reasons to consider chain migration. Of course someone with family already here is more likely to stay and assimilate than someone with the exact same skills that has no one. That family relationship can be used in a merit based system, just like already being proficient in English can be. That's a "smarter immigration" system. But that doesn't mean we have to keep allocating, and giving preference to, as many spots for that as we're currently doing.
